Is CBN legal in France?

Formal status

Cannabinoids, including CBN, have been classified as Novel Food across the EU since Jan 2019 (EU Regulation 2015/2283); no Union list authorisation exists for any cannabinoid ingestible anywhere in the EU.

France's DGAL 2026 control plan explicitly targets 'products containing cannabinoids, whether natural or synthetic', with no separate treatment for CBN - it falls under the same enforcement as CBD.

The same reasoning applies to CBN as to CBD - it falls under the same unauthorised category and the same practical picture, since both are assessed together under French enforcement. We watch the two together, and anything that changes our position on CBD would very likely change it here too.

Outlook

CBN has no separate legal track in France - it is enforced under the same cannabinoid framework as CBD, so the same autumn 2026 Conseil d'Etat merits case is the thing to watch.

The pending EC decision on the ECHA Category 1B classification names CBD specifically rather than CBN, so any direct effect here would be indirect. It is also slower-moving than the August 2026 deadline suggests: any classification goes through member state consultation before taking effect, industry bodies are challenging it, and nothing arising from it could apply before mid-2027 at the earliest.
