Formal status

Bulgaria is one of the EU's most restrictive. Possession carries one to six years with no personal-use allowance since the single-dose exemption went in 2004, and cultivation carries two to five. No medical framework exists; the schedule cannabis sits on bars medical use. Bulgaria sets no finished-product THC rule for supplements and applies its 0.2% hemp threshold in practice; separately, its food supplements ordinance bars narcotic substances and plants, and since April 2025 any novel food absent from the Union list.

Yes, for now: Sleep spray, Sleep capsules.

Bulgaria's threshold is 0.2%, tighter than the general EU figure, and our extract is specified below it. There's no margin to spare at that level, so we test the finished product rather than relying on the ingredient specification alone. Trace THC is a natural part of a full-spectrum extract.

Outlook

The real exposure here is batch variance rather than the legal position: 0.2% leaves no analytical margin, and the parcel-screening posture established in 2026 makes an out-of-spec batch more likely to be noticed than a year ago. Testing the finished product rather than relying on an ingredient specification is the practical answer.

A separate question worth watching is how Bulgaria treats hemp once it has been harvested. Parliament rejected a bill in 2024 that would have allowed industrial hemp to be processed domestically, which leaves the status of extracts less settled here than the cultivation threshold alone would suggest.

Parliament rejects a bill that would have permitted industrial hemp to be processed in Bulgaria in addition to being grown. The Customs Agency objected to a proposed 1% THC threshold below which hemp would not be treated as a narcotic. Cultivation remains lawful; domestic processing does not.

A regional directorate of the Bulgarian Food Safety Agency halts the sale of hemp-flavoured gums and energy drinks in a Sofia shop, recording THC content above the 0.2% threshold. An amendment promulgated in State Gazette ДВ бр. 35 takes effect, rewriting Article 13(3) of the Ordinance on Food Supplements (Наредба за хранителните добавки) to bar food supplements from containing novel foods that are not on the Union list under Regulation (EU) 2017/2470. Articles 13(4) and 12(1) of the same ordinance separately bar substances and plants classified as narcotic. The prohibition operates by category and does not name CBD.
