The general EU threshold for hemp is 0.3% THC (Regulation (EU) 2021/2115), and it applies to the crop in cultivation rather than to finished products.

Bulgaria is tighter. Under the Narcotic Substances and Precursors Control Act, cannabis is a Schedule I substance, with an exemption for industrial hemp varieties containing less than 0.2% THC by weight. That threshold attaches to the plant, but a 2024 food safety enforcement action was reported applying 0.2% to products as marketed, recording the seized goods' content as exceeding it. No Bulgarian instrument setting a distinct finished-product percentage for supplements was located, so the position rests on how the cultivation threshold is applied in practice rather than on a separate published rule.

A separate question worth watching is how Bulgaria treats hemp once it has been harvested. Parliament rejected a bill in 2024 that would have allowed industrial hemp to be processed domestically, which leaves the status of extracts less settled here than the cultivation threshold alone would suggest.

Officials state that all parcels ordered through online platforms are inspected. The seizures were narcotics concealed in vapes, sweets and baked goods; no cannabinoid supplement was reported among them.
