Portugal decriminalised personal possession in 2001, so using or holding up to about 25g of cannabis is an administrative matter handled by a dissuasion commission rather than a court. Growing your own was deliberately left out of that reform and stays a crime. Medical cannabis is legal but barely used, with a few pharmacy products, no reimbursement and under a thousand patients, while Portugal exports on a large scale. Supplement extracts have no compliant route at all.

Perspectivas

The 2026 enforcement operations mark a shift from published guidance to criminal proceedings against domestic sellers, including online ones. The direction of travel is clearly toward more enforcement, not less.

One thing to watch specifically on THC is the published inconsistency described above between the 0.2% figure still carried in food guidance and the 0.3% cultivation figure. Neither figure is what actually determines the position, since the objection taken is to cannabinoid extracts as a category rather than to their THC content, but a tidy-up of the guidance would make the Portuguese position easier to read.
