Is CBN legal in Lithuania?

Across the EU, CBN is classified as an unauthorised novel food under Regulation (EU) 2015/2283 in the same way as CBD, and no Union list authorisation exists in any member state. Cannabinol has no EFSA safety opinion of its own.

Lithuania does not name cannabinol anywhere in its narcotics schedules, and it does not need to reach it by inheritance either. The Law on the Control of Narcotic and Psychotropic Substances disapplies itself entirely to fibre hemp regulated by the Law on Fibre Hemp, and the health ministry's schedules are made under it. The material entry for cannabis extracts and tinctures therefore does not reach a compliant fibre hemp extract, and cannabinol arriving inside one is not separately caught.

This is worth stating clearly because it is the opposite of the pattern in Ireland, Latvia and Great Britain, where cannabinol is the controlling entry and CBD inherits its treatment. In Lithuania neither cannabinoid is named and both inherit from a plant-material entry that the parent statute has switched off.

What bars a cannabinol supplement is the same food law that bars a CBD one: unauthorised novel food status applied through the Law on Fibre Hemp, and the separate national ceiling on THC in fibre hemp food supplements in force since 1 April 2023, which a full-spectrum extract containing cannabinol cannot meet. Enforcement is administrative, with fines in the hundreds of euros.

Lithuania does not schedule cannabinol, and its narcotics law does not apply to fibre hemp at all. On the substance itself Lithuania is more permissive than several countries we do ship to.

What stops us is a national limit on THC in hemp food supplements, set at a level roughly a thousand times tighter than the usual European figure, which our full-spectrum extract cannot meet. Our test results are published.

Perspectivas

Cannabinol tends to be added to national schedules later than CBD and separately from it, which is what happened in Latvia in December 2025. Lithuania has not done so, and the structure of its law makes it a less likely place for that to happen, because the narcotics statute is disapplied to fibre hemp at the level of the parent act rather than by a carve-out inside the schedules.

The more likely source of change is the Law on Fibre Hemp itself, which has been amended four times in the last fourteen months.
