Is CBN legal in Latvia?

Across the EU, cannabinoid extracts including CBN are classified as unauthorised novel foods under Regulation (EU) 2015/2283, and no Union list authorisation exists in any member state.

In Latvia that question has been overtaken by a narcotics one. Latvia's controlled-substance schedules are primary legislation, having been moved out of a Cabinet regulation and into statute in 2021. In November 2025 the Saeima amended the relevant group in the prohibited and most restricted tier to read "cannabinol and compounds derived from cannabinol and cannabidiol (except cannabidiol)". It took effect on 1 December 2025. Cannabinol is now named in its own right, with cannabidiol the only substance expressly excepted.

Latvian law on the legal circulation of narcotic and psychotropic substances prohibits cultivating, producing, manufacturing, importing, exporting, distributing, advertising, transporting, storing, transferring for consideration or otherwise, acquiring, using or sending through Latvian territory anything in that tier. Importation is defined as physical movement into Latvia from the territory of any other state, so intra-EU consignments are caught, and distribution is defined to include movement across the state border. Criminal liability follows under the Criminal Law, which names dispatch in its own terms.
